Peoples’ Counsel (PC) is a non-profit civil rights organization based in Houston, Texas. We operate from the core belief that every survivor of police violence deserves an advocate, no matter their identity, immigration status, or criminal history. PC’s mission is to end police abuse by supporting survivors and movement builders in their fight for systemic change.

PC seeks a Part-Time Civil Rights Investigator (10–15 hours per week) compensated at a rate of $30 per hour to join our small but mighty team of attorneys, organizers, and investigators. This position is funded through May 2027 and will focus primarily on supporting PC’s police misconduct intake and investigation work in Harris County.

In this role, you will conduct intake with survivors of police violence who contact us for help, submit and track public records requests under the Texas Public Information Act (TPIA), assist attorneys in assessing potential legal claims, and connect survivors with appropriate resources and referrals. You will also provide investigation and case support to PC’s litigation team on an as-needed basis.

Ideal candidates are flexible, organized, trauma-informed, open to feedback, and committed to challenging police power.

  • Conducting intake with survivors of police violence who contact PC through our hotline and other channels, including assessing the facts of each case, identifying potential legal claims, and documenting findings.
  • Submitting, tracking, and reviewing Texas Public Information Act (TPIA) requests for body-worn camera footage, incident reports, and other police records on behalf of survivors.
  • Supporting survivors in pursuing other forms of accountability where direct representation is not available.
  • Storytelling work in partnership with survivors, PC staff, and local news media
  • Connecting survivors with civil rights attorneys in PC’s local referral network, community organizations, and social services as appropriate.
  • Assisting the litigation team with ongoing Section 1983 civil rights cases in federal court, including discovery review, records management, document organization, and other case support as workload allows.
  • Maintaining accurate and organized case files and intake records; contributing to PC’s data tracking systems to support policy, organizing, and legal goals.
  • Developing and maintaining trusting, trauma-informed relationships with clients, community partners, and legal allies.
  • Distributing informational materials for the hotline in Harris County area businesses, nonprofits, and community centers

We are seeking an investigator based in or able to work within the Houston area with relevant legal and/or community advocacy experience. Experience equivalent to 1–4 years of legal support work, community advocacy, or paralegal work is preferred.

  • Resides in or near Houston, TX (in-person tasks and court deadlines will require local availability).
  • Demonstrated commitment to the mission, purpose, and values of PC.
  • Ability to engage compassionately and professionally with people who have experienced trauma, including survivors of police violence.
  • Lived experience with systems of oppression and/or experience working with people directly impacted by policing, the criminal legal system, immigration, or child welfare systems.
  • Experience supporting legal work, community advocacy, or public records access; familiarity with Texas Public Information Act processes is a plus.
  • Demonstrated ability to write with clarity and focus.
  • Demonstrated ability to engage in creative and thoughtful problem-solving and analysis when faced with a new hurdle or unfamiliar task.
  • Strong organizational skills and attention to detail, i.e., ability to manage multiple matters and deadlines simultaneously.
  • Ability to work independently with minimal supervision, manage priorities, and meet deadlines.
  • Demonstrated ability to understand, appreciate, and navigate issues of race, identity, power, and privilege with clients, partners, and colleagues.
  • Proficiency with Google Suite and Microsoft Office.
  • Fluency in verbal and written Spanish is a strong plus.

    This is a part-time, hourly, independent contractor position at approximately 10–15 hours per week. Hourly rate is $30. This position is funded through May 2027. Remote-friendly, but candidates must be available for periodic in-person tasks in Houston.
